David E. Kempner
For more than 30 years of practicing law, Mr. Kempner has worked almost exclusively in the field of labor and employment law, with a particular emphasis in traditional labor relations (i.e. union - management matters). Mr. Kempner has represented employers in all kinds of labor matters, including the following: all aspects of bargaining (including negotiations, mediation, fact-finding, and Act 312 arbitration); discipline, grievance and arbitration cases; civil rights, unfair labor practice and other employment litigation, including wrongful discharge and whistleblowers cases; NLRB/MERC representation cases and union organizing drives; unemployment compensation, wage-hour and other administrative matters. Mr. Kempner has also developed employment policies and work rules for clients and provides advice and consultation on various labor and employment matters to municipal employers (cities, villages and counties), other public boards and authorities and private businesses, union as well as non-union. Mr. Kempner has served as labor counsel for the Ann Arbor Transportation Authority since 1981, and over the years has negotiated a number of union contracts, provided ongoing guidance and assistance on a wide variety of personnel and human resources matters, and successfully represented management in court litigation, administrative hearings and many labor arbitration cases.
